Our members are the local governments of Massachusetts and their elected and appointed leadership.
The National League of Cities is reminding local governments that they must meet an April 30 deadline for reporting that their State and Local Fiscal Recovery Funds have been obligated.
The NLC notes that failure to meet the reporting deadline could result in adverse action from the U.S. Department of the Treasury, including federal recapture of funds, as the department will assume that the funding is unobligated.
The report for obligations should be the balance of the total American Rescue Plan Act award, leaving outstanding obligations at $0. If the funding is not reported as fully obligated, the unobligated funds will need to be returned to the Treasury Department.
This is also the last opportunity to claim the Standard Allowance/Revenue replacement option for more flexible reporting.
A community is considered an “Annual Reporter” if it meets one of the following criteria:
• Cities with a population below 250,000 residents that were allocated less than $10 million in SLFRF funding
• Non-Entitlement Units of local government that received less than $10 million in SLFRF funding (Non-entitlement units generally received grant funds passed through the state, rather than directly from the federal government.)
If projects have changed since a community’s last report, note that the Treasury has enabled recipients to add and reclassify funds to projects for which an obligation was incurred by Dec. 31, 2024. For all such projects, recipients will be required to attest that they incurred the applicable obligation for the project no later than Dec. 31, 2024.

How to log in to submit the report
• Email SLFRF@treasury.gov to request an “Account Identifier” if needed. A template for requesting an account identifier (PDF) is available on the NLC website.
• Once an Account Identifier is received, visit one of the following:
– Login.gov users
– ID.me users
