 Purchasing Director Responsibilities:

The Purchasing Director performs professional, administrative, and technical work overseeing the town’s purchasing, procurement, and contract administration functions. This position ensures compliance with Massachusetts General Laws, local bylaws, and applicable regulations, while developing and managing procurement strategies, financial controls, and contracts to maximize operational efficiency and fiscal responsibility.

  • Oversees and manages all non-school purchasing and procurement activities in compliance with Massachusetts General Laws Chapter 30B, Chapter 149, Chapter 30 §39m, Chapter 7C, §44-58, and other applicable regulations.
  • Prepares and reviews Request for Proposals, bid specifications, and other solicitation documents for the procurement of goods, services, and construction projects.
  • Publishes bids through state platforms (CommBuys, Central Register) and other media.
  • Reviews vendor proposals, evaluates compliance, and awards contracts.
  • Prepares, executes, and manages vendor contracts, ensuring proper approvals, documentation, and compliance with terms.
  • Administers all contracts for town projects, including tracking expenditures, compliance with performance milestones, and addressing deviations from specifications or schedules.
  • Develops financial monitoring systems to align funding sources with expenditures and ensures accurate reporting of financial data.
  • Reviews and recommends contract amendments, extensions, and solutions for non-compliance to the Town Administrator.
  • Manages disputes, claims, and risk assessments related to contractor performance, proposing mitigation measures and tracking damages for nonperformance.
  • Reviews and approves purchase orders in the MUNIS system, ensuring alignment with procurement policies and funding availability.
  • Prepares, tracks, and reconciles invoices and payment schedules, ensuring accuracy and compliance with contracts.

 QUALIFICATIONS

  • Education and Experience: Bachelor’s degree in public or business administration, finance, or a related field.
  • Three to five years of experience in procurement, contract administration, or municipal finance.
  • Certification as a Massachusetts Certified Public Purchasing Official (MCPPO) or ability to achieve certification within one year of employment.
  • Three to five years’ experience with MUNIS financial software and state procurement platforms (e.g., CommBuys) preferred.
