Position: Finance Director/Auditor

The Finance Director is a key member of the city of Newburyport’s leadership team and is responsible for the coordination, supervision, and direction of all financial management and administrative services. This includes oversight of the City Auditor’s office, City Assessor’s office, Treasurer/Collector’s office, and centralized procurement functions. The Finance Director ensures that all financial transactions and operations comply with applicable federal, state, and local laws, bylaws, and regulations, and that public resources are safeguarded and used effectively.

In addition to serving as the City Auditor, the Finance Director plays a strategic role in maintaining the city’s fiscal health and transparency. Key responsibilities include developing and implementing financial policies, preparing and managing the annual operating and capital budgets, overseeing long-range financial forecasting, modeling the city’s debt capacity, and supporting the certification of free cash. The Finance Director leads the city’s Finance Team, maintains the Financial Policy Manual, and serves as lead financial advisor during collective bargaining negotiations. The role requires sound judgment, collaboration, and strong leadership in managing a high-performing finance team.

Required Qualifications:

Bachelor’s degree in finance, accounting, business administration, or a related field required; Master’s degree preferred. Five to ten years of progressively responsible municipal finance or accounting experience, with at least three years in a senior management role. MUNIS experience strongly preferred. Certification as a Certified Governmental Accountant and designation as a Massachusetts Certified Public Purchasing Official are strongly preferred.

Hours and Salary:

The regular work schedule consists of Monday through Wednesday, 8 a.m. – 4 p.m.; Thursday 8 a.m. – 7 p.m. and Friday 8 a.m. – noon. Salary range $150,000 to $165,000 depending on experience, plus benefits. This position comes with a $4,500 retirement board stipend.
