The Director of Inspection Services is responsible for the overall management of operations for the Inspections Department, and performs supervisory, administrative and professional work in planning, organizing, and directing all department services and activities. Enforcement of all building, zoning, and environmental regulations and laws. Performs all other related work as required.

  • The Director of Inspectional Services may hold the position of Building Commissioner and the responsibilities of those titles.
  • Organizes and directs all resources and day-to-day operations of the department including discipline of all personnel (sworn and civilian) employed by the department and presented to the Town Manager recommendations for suspension or firing.
  • Manages department operations, delegating responsibility to appropriate persons to address complaints and concerns related to concerns of the department.
  • Develops and administers the annual budget and CIP requests; monitors expenditures.
  • Administers interviews and recommends qualified candidates to the Town Manager for appointment to staff positions; applies corrective action on employees and advises if disciplinary action is required.
  • Represents the department before state and federal agencies and town boards.
  • Responsible for overseeing enforcement of Massachusetts state building code, local zoning code, state environmental codes, local safety codes and various Massachusetts general laws.
  • Cause to be served, appropriate demands to recoup costs incurred by the town in correcting nuisance or blight conditions and, upon failure to receive recompense, cause an appropriate lien to be filed in accordance with appropriate laws.
  • Researches and interprets existing codes and regulations and applies them to enforcement actions.
  • Reviews proposed legislation relating to pending laws that may affect concerns of the department.
  • Conducts presentations to other boards or participant groups to solicit “buy-in” on programs adopted by the department.
  • Responsible for all department-related emergency planning activities, including development of the department’s continuity of operations plan.
  • Sits as a participant on the town’s command team in multi-disciplinary events.
  • Negotiates terms of contracts with government, industrial or commercial representatives.
  • Prepares appropriate documentation and presents recommendation to the Town Manager for approval.
  • Performs similar or related work as required, directed or as the situation dictates.

Qualifications

Education, training and experience: bachelor’s degree in the sciences or construction; five years of progressively responsible experience in public service, and five to 10 years of supervisory experience; or any equivalent combination of education and experience. Must meet the requirements of the Director of Public Commissioner of Buildings as applies. Knowledge, ability and skill: knowledge: general knowledge of the principles and practices of the building codes and local zoning codes. Public service department administration management knowledge. Working knowledge of computers and appropriate applications. Ability: ability to recognize priorities and work cooperatively with others. Ability to establish and maintain working relationships with the general public, organizations, departments and officials. Ability of leadership, independent judgment, initiative and decision-making. Ability to plan, implement, and evaluate effective department services. Ability to communicate effectively. Ability to operate standard office equipment. Ability to recognize priorities and decipher technical and legal documents. Skill: excellent planning and organizational skills. Excellent written and verbal communication skills. Salary: $3,603.34
