Who is a member?
Our members are the local governments of Massachusetts and their elected and appointed leadership.
This meeting will begin with a legislative update from MMA staff, followed by the presentation of the Emil Skop Award, which recognizes a human resources professional who has made a positive impact on the MMPA and its members.
Participants will include members of the MMPA and Massachusetts Municipal Management Association, as well as mayors, police and fire chiefs, public works directors, labor relations professionals, and other interested parties.

Keynote: Managing the Demands of Leadership in Public Safety
Juliette Kayyem has spent more than 15 years managing complex policy initiatives and organizing government responses to major crises in both state and federal government. She was President Obama’s Assistant Secretary for Intergovernmental Affairs at the Department of Homeland Security. There she played a pivotal role in major operations including handling of the H1N1 pandemic and the BP Oil Spill response; she also organized major policy efforts in immigration reform and community resiliency. Before that, she served as then-Gov. Deval Patrick’s homeland security advisor, guiding regional planning and the state’s first interoperability plan, and overseeing the National Guard. She has also served as a member of the National Commission on Terrorism, a legal advisor to U.S. Attorney General Janet Reno, and a trial attorney and counselor in the Civil Rights Division at the Justice Department.

• A. Managing and Monitoring Workplace Marijuana
Recreational marijuana in Massachusetts has arrived. Is your municipality prepared? Learn about employer rights and limitations in addressing employee medicinal and recreational marijuana use. This discussion will include: discussion of the implications of the recent SJC case that found employers cannot use blanket anti-marijuana policy to dismiss employees who have a prescription for medical marijuana, the challenges of marijuana while accepting federal grant money, and when disciplinary action is necessary versus unwarranted.

Workplace safety and off duty misconduct are constant issues faced by public safety personnel, human resources directors, and city and town managers. Attendees will also take away best practices for dealing with collective bargaining impacts when off duty conduct and workplace behavior become an area of concern for the safety and protection of all employees.
