FY25 MMHR Membership form

According to the MMHR Bylaws, admission to membership shall require an application and the following qualifications:

PRIMARY MEMBERSHIP shall be open to the individual who currently holds a position assigned primary responsibility for the personnel administration of a governmental unit. Such membership belongs to the governmental unit and will therefore remain with the position, not the individual. Primary members receive:

• Voting privileges
• The opportunity to hold office in the MMHR
• Access to the compensation database; continued access is contingent upon participation in the database to the degree appropriate for the municipality
• Discounts on all MMHR publications for anyone employed by their organization
• Notification of all upcoming MMHR meetings/events
• Discounts on MMHR meetings for anyone employed by their organization
• MMHR listserv access

ASSOCIATE MEMBERSHIP Associate Membership shall be offered to other officials/staff members who are involved in the human resources administration of a municipality/other governmental unit that has a Primary Membership. Selection of Associate Members shall be at the sole discretion of the Primary Member. Associate Members shall have voting privileges and the opportunity to hold office in the MMHR, and receive all other benefits afforded to the Primary Members.

BUSINESS MEMBERSHIP Business Membership shall be granted to private sector employees with interest in municipal human resources administration. Business Members shall receive:

• Discounts on all MMHR publications for anyone employed by their organization
• Notification of all upcoming MMHR meetings/events
• Discounts on MMHR meetings/events for anyone employed by their organization

Business Members shall not receive:

• Voting privileges
• The opportunity to hold office in the MMHR
• MMHR listserv access
• Access to the compensation database

Business Members may not engage in promotional activities during meetings of the Association.

HONORARY LIFETIME MEMBERSHIP Honorary Lifetime Membership may be awarded to individuals who do not actively hold a position in a governmental unit and who, through outstanding service, contributed substantially to the objectives of the Association. Such membership shall be granted upon a majority vote of the Board of Directors. Honorary Lifetime Members shall receive:

• Discounts on all MMHR publications for anyone employed by their organization
• Notification of all upcoming MMHR meetings/events
• Discounts on MMHR meetings/events

Honorary Lifetime Members shall not receive:

• Voting privileges
• The opportunity to hold office in the MMHR
• MMHR listserv access
• Access to the compensation database

STUDENT MEMBERSHIP shall be open to any student enrolled in a college or university who demonstrates, by their course selection or otherwise, an interest in a career in local government and/or human resources administration. Student members shall receive:

• Discounts on all MMHR publications for anyone employed by their organization
• Notification of all upcoming MMHR meetings/events
• Discounts on MMHR meetings/events for anyone employed by their organization

Student Members shall not receive:

• Voting privileges
• The opportunity to hold office in the MMHR
• MMHR listserv access
• Access to the compensation database

MEMBERS IN TRANSITION: Upon request to the Board of Directors, a Primary or Associate Member who vacates their current position shall continue to have the following privileges for the remainder of the dues-paying year or for six months, whichever is greater. Members in Transition shall receive:

• Voting privileges
• Eligibility to retain their current office in the MMHR
• Member Discounts on all MMHR publications
• Notification of all upcoming MMHR meetings/events
• Discounts on MMHR meetings/events
• Mailings of notices and correspondence

Dues Amounts

PRIMARY MEMBERS: Primary members shall pay annual dues based on the following schedule:

Municipal Government
• Community population under 2,500: $100
• Community population of 2,500-9,999: $225
• Community population of 10,000–34,999: $275
• Community population of 35,000-49,999: $300
• Community population of more than 50,000: $325

Other Governmental Unit: $250
Business Partner: $350

ASSOCIATE MEMBERS: Associate members do not pay annual dues separately from primary members.

HONORARY LIFETIME MEMBERS: Honorary members do not pay annual dues.

STUDENT MEMBERS: Student members do not pay annual dues.

MEMBERS IN TRANSITION: Members in transition do not pay annual dues for the remainder of the dues-paying year or for six months, whichever is greater. If a member remains in transition at the end of the approved period, she or he may become a dues-paying associate member in order to maintain privileges until new employment in the profession is secured.

MMHR Committee List

Membership/Outreach
The membership and outreach committee is here to support and honor those professionals who aspire to innovate, persevere, and maintain a level of respect for those who service others in the field of municipal government. This committee offers advice, information, and mentorship to the general membership of the association and assists in the solicitation of new members. The committee will initiate efforts to educate, guide, and encourage membership development.

Program
This committee develops programs for all association meetings, seminars and conferences. This includes developing agendas and contacting and identifying potential speakers/presenters for the planned programs. It is expected that individual members of the committee will take on leadership roles in planning programs and may moderate on occasion. Special events like the Fall Conference may have their own sub-committee, but a member of the Program COmmittee shall be a constant resource, as well as the MMHR staff associate, conference and meeting planner and communications staff.

Salary Survey Program & Technology
This committee oversees the salary survey program, and makes recommendations for ongoing improvements. The committee is also tasked with creating ways for members to engage with the association through technology in a user-friendly manner.

Skop Award
This committee convenes to oversee the Skop Award application and awarding process. This includes evaluating the application, distributing it, and reviewing submissions and selecting the award winner. This award is given annually by the association.
