The Director of Public Housing is responsible for overseeing all aspects of housing operations and services, including property management, tenant relations, and compliance with housing regulations. This leadership role requires a strategic thinker with excellent managerial skills and a deep understanding of housing issues. The Director of Public Housing will work closely with other departments to ensure the seamless delivery of housing services and to support the organization’s mission of providing quality housing solutions.

Housing Director Responsibilities and Duties

  • Assist in the development and implementation of housing policies and procedures
  • Oversee the management of residential properties and housing units
  • Ensure compliance with federal, state, and local housing regulations
  • Manage tenant relations and address tenant concerns
  • Coordinate maintenance and repair activities
  • Supervise and train housing staff
  • Liaise with government agencies and community organizations
  • Oversee tenant application and selection processes
  • Assist in the preparation of grant applications and funding proposals
  • Attend court as Authority Representative in tenancy cases
  • Review CORI reports and handle appeals
  • Manage lease compliance and rent collection
  • Respond to and resolve difficult and sensitive inquiries and complaints 

Housing Director Qualifications and Skills

  • Certified Property Manager (CPM) designation preferred
  • Massachusetts Public Housing Administrator (MPHA) certification or ability to receive within one year
  • Knowledge of tax credits, fair housing, Massachusetts State Public Housing regulations and Department of Housing and Urban Development (HUD) regulations highly preferred
  • Strong financial management and budgeting skills
  • Proven track record of successful housing program management
  • Excellent communication and interpersonal skills
  • Experience with grant writing
  • Proficiency in CHAMP (Common Housing Application for Massachusetts Program) preferred, but not required
  • Proficiency in housing management software, PHA-Web preferred but not required
  • Ability to work effectively with diverse populations
  • Bachelor’s degree in housing management, public administration, or related field
  • Minimum of five years of experience in housing management or related field
  • Knowledge of housing regulations and compliance requirements
  • Strong leadership and organizational skills
  • Experience in property management
  • Ability to handle multiple tasks and prioritize effectively
  • Excellent problem-solving and decision-making abilities
  • Strong negotiation and conflict resolution skills
  • Proficiency in Microsoft Office Suite is required
  • Ability to work collaboratively with a team
  • Strong attention to detail
  • Bilingual Spanish or Portuguese preferred but not required

Salary $92,000 – $112,000
